jangardnerFrederick County Executive Jan Gardner’s first proposed budget, which will be for fiscal year 2016, includes substantial increases in tax rebates for Glade Valley’s municipalities. In fact, Glade Valley’s town’s would receive the second and fourth highest increases.

These tax rebates provide funds to the towns, because those towns provide services that the county provides outside of their boundaries. For instance, Walkersville and Woodsboro maintain their own streets. Walkersville also provides law enforcement through a contract with Maryland State Police. So, residents within the towns pay the county for these services through property and income taxes. The county then rebates the towns.

Walkersville will receive $821,246 under the proposed budget. Last fiscal year, the town received $723,189. The extra $98,057 represents a 13.56% increase over last year’s rebate. Only Rosemont will see a larger percentage increase.

Under the proposed budget, Woodsboro will receive 9.73% more from Frederick County’s tax rebate. Last year’s $97,421 will rise $9,482 to $106,903.

The budget proposed by County Executive Gardner will be discussed by the County Council. Under the new charter government, the County Council may reduce or delete items in the proposed budget, but they may not add or increase items. The County Council will hold a hearing on the proposed budget on April 21, 2015 at 4:30 p.m. in Winchester Hall. If the County Council does not adopt a budget by the end of May, the County Executive’s proposed budget becomes law.
