New Water and Sewer Billing
Frederick County Government announced today that its Division of Utilities and Solid Waste Management will be transitioning to a new utility (water and sewer) billing system. Beginning July 1, 2015, customers will notice their water and sewer bills will have a new look.
Businesses and resident need to be aware of a few changes that require action on their part. Customers will have a new account number format. The existing 999-###-### account number will remain, but a 6 digit customer ID number must be included on all payments or correspondence.
A new payment processing vendor will handle payments for Frederick County Division of Utilities and Solid Waste Management. As a result, the use of the old account number without the customer ID will require manual
research and will delay or may prevent the posting of your payment.
In order to make this a smooth transition, please note the following payment options and actions required on the part of customers:
- Mail: The remittance address for mailing payments will change, effective July 1, 2015. In the meantime, payments must be mailed to: Division of Utilities and Solid Waste Management (DUSWM), 4520 Metropolitan Court, Frederick, MD 21704. The current Washington DC post office box will be CLOSED on June 30, 2015 and payments received after this date will be returned to the sender.
- Online banking: Customers using a bank to process on-line payments will need to update account numbers/customer IDs. Please use the local mailing address (4520 Metropolitan Court, Frederick, MD 21704). Failure to update both may result in the payment being delayed or returned.
- Electronic Fund Transfer: Division of Utilities and Solid Waste Management will continue to accept payments by recurring electronic fund transfer (REFT). Customers currently enrolled in REFT should not have to do anything as their information should transfer to the new system. The Division of Utilities and Solid Waste Management request that those customers check bank activity during the first payment processing and contact them immediately if it appears that there is any delay or if there are any concerns.
- Credit/Debit cards: Payments will continue to be accepted either online via Division of Utilities and Solid Waste Management’s website or by phone. As of July 1, 2015 the service charge will be 2.5% of the payment amount and will show as a separate charge on statements as GOVOLUTION.
- In person: As always, customers may make payments in person during regular business hours at Division of Utilities and Solid Waste Management’s office located at 4520 Metropolitan Court or at the Treasurer’s Office at 30 North Market Street between 8:00 am and 4:00 pm, Monday through Friday (excluding holidays).
The Division of Utilities and Solid Waste Management anticipates being able to offer the following additional features within the next six months:
- The ability to “opt-in” to e-billing, and
- The use of phone and/or email notification when a payment is due or past due.
