On January 25th, 2019, Frederick County Sheriff’s Office detectives were conducting surveillance on two repeat offender theft suspects. Pawn and scrap records indicated that the suspects were likely involved with thefts in the regional area.
Detectives observed David Lauran Stotler, Jr., 56, of Frederick, and Kenneth Wayne Hagan, 53, of Frederick, enter The Home Depot located on N McCain Drive in Frederick. Once inside the store, detectives observed both subjects concealing several items on their persons. Detectives observed Stotler exit the store past all points of sale and enter the vehicle he arrived in. He was approached by detectives and found to be removing various pieces of stolen property from his pants. Stotler was detained at that time, and Hagan was detained a short time later as he exited the store. Various other stolen and suspected stolen property from other area businesses was recovered from their vehicle.
Both subjects were issued criminal citations and charged with the following:
- David Lauran Stotler, Jr.: Theft, $100 to $1,500 & Theft, Less than $100
- Kenneth Wayne Hagan: Theft, Less than $100
