County Re-Organization Continues

jangardnerAs part of her implementation of the Transition Team recommendations, County Executive Jan Gardner announced the following promotions and organizational transitions:

Workforce Services has been moved organizationally from the Citizens Services Division to come under the Office of Economic Development within the Office of the County Executive. “I’ve made economic development and job creation among my top priorities, and this change will bring together these complimentary services,” Executive Gardner said.

Michelle Day has been named as director of Workforce Services, after serving as acting director since the retirement of Laurie Holden earlier this year. She has served as manager of employment and training services since 2013 and previously as an adjunct faculty member at Frederick Community College from 2007 – 2013. Prior to that, she was a business and career consultant for Workforce Services from 2005 – 2008.

“I am confident Michelle will do a great job,” Executive Gardner commented.

She holds a masters degree in social history and a bachelor of arts in history and sociology from Shippensburg University of Pennsylvania. Of note, Ms. Day was named the 2013 Young Professional of the Year by Generation Connect of the Frederick Chamber of Commerce.

The Scott Key Center has moved from under the Health Department’s jurisdiction to come under the Citizens Services Division. The agency’s successful history of serving persons with disabilities in supportive work environments is a good fit with the goals of the division and its departments.

Video Services promotions: John Mongan has been named as manager and Scott Betts as assistant manager. Organizationally, Video Services now comes under the newly formed Communications Department within the Office of the County Executive.

Executive Gardner added, “I look forward to their creative and innovative contributions. They recently produced an outstanding video promoting Frederick County.”

Mr. Mongan served as a county video technician from 2002 – 2005, when he was named a video producer. Previously, he worked for GS Communications/Adelphia as a video producer and sports director. He has also worked as a freelance camera operator, director and producer from 2002 – present. Mr. Mongan holds a bachelor of art degree in mass communications from Frostburg State University.

Mr. Betts has served in Video Services since 2001, starting as a video technician and moving to a producer in 2007. A native of Monrovia, Md., he holds a bachelor of art degree in TV production from Towson University.

County Executive Gardner announced these organizational transitions as part of her efforts to provide good government and effective and efficient services to the citizens of Frederick County.
