Frederick HIDTA Investigation Leads to Multiple Arrests

On Wednesday, December 19th, 2018, the Frederick High Intensity Drug Trafficking Area (HIDTA) group consisting of members of the Frederick County Sheriff’s Office, Frederick Police Department, Maryland State Police, Brunswick Police Department, Homeland Security Investigations, and the Frederick County States Attorney’s Office, served search warrants at two locations in Frederick and Washington County.

The search warrants were the result of a three month investigation that was initiated by narcotics detectives with the Frederick County Sheriff’s Office into a drug trafficking organization operating in both Frederick and Washington Counties. The Washington County Narcotics Task Force assisted with the investigation occurring in Hagerstown.

The first search warrant was executed by the Washington County Sheriff’s Office SWAT Team in the 500 block of Lynnehaven Drive in Hagerstown, MD. After entry was made, members of Frederick HIDTA and the Washington County Narcotics Task Force conducted their investigation and search which resulted in the seizure of a large amount of cocaine as well as the arrest of two subjects; Eric Arnette Smith, 47, of Hagerstown, and Kevia Cherisse Spivey, 43, of Hagerstown.

Both subjects were charged with possession with intent to distribute cocaine, possession of cocaine, and possession with intent to distribute a large amount of cocaine.

The following was seized from the residence:

  1. Cocaine, 702 grams
  2. Crack Cocaine, 107 grams
  3. $920 U.S. currency
  4. Digital Scale

The estimated street value of the cocaine and crack cocaine is $90,000.

Smith and Spivey were transported and released to the custody of the Washington County Adult Detention Center.

The second search warrant related to the case was executed in the 200 block of Thames Drive in Frederick by the Frederick County Sheriff’s Office SWAT Team. After entry was made, members of the Frederick HIDTA conducted their investigation and search of the residence. Crack cocaine, marijuana, two handguns, and three rifles were located in the residence. Allan Lionell Frazier, 51, of Frederick, was arrested.

Frazier was charged with the following; possession with intent to distribute marijuana, possession of cocaine, illegal possession of ammunition, possession of firearm in relation to drug trafficking crime, possession of firearm in the commission of a felony, illegal possession of a regulated firearm, and possession of a regulated firearm after conviction of crime of violence.

Frazier was transported and released to the custody of the Frederick County Adult Detention Center.

The investigation was successful as a result of the coordinated efforts from multiple law enforcement agencies in both Frederick and Washington Counties.
